The fact that you are apparently taking the total amount of a grant as spending on undocumented immigrants when only a subset of people served are undocumented is simply deceptive.
Just because a program can spend money on undocumented people doesn't mean that all of the money is spent on undocumented people. In most cases, the majority of the people covered are documented, either citizens or immigrants that are here legally.
Also: Under section 9406 of the Omnibus Budget Reconciliation Act of 1986
(P.L. 99-509), limited Medicaid coverage for emergency medical services
is available for people who would qualify for full Medicaid benefits if
not for their immigration status. Under that program, people can receive
care for medical emergencies that require immediate attention to prevent
serious harm, disability, or death; they may also qualify for emergency
labor and delivery services. Which means those expenses are authorized by Congress.
Finally, for community healthcare in the case of infectious diseases (Such as HIV or measles), it is better to treat sources of infection rather than ignoring potential loci of additional infection.
If this was looked at as a financial breakdown in any college finance class, it would fail.
Okay, we the public already know that our government is saturated with scams all designed to move money around and fund these corrupt front organizations. I would like to know what is being done to eliminate this corrupt funding. What action is our government taking to block, stop this? How do we know later that the same scam will not appear.

You should take a look at the real reasons we fought in WW1 and WW2. Both wars had at least partly to do with the establishment of Israel (Zionism). Check out 9/11, too.
