If the school can't prove a student's credibility then deduct Federal financing [loans, grants, benefits] from any and all education-related federal monies going back to the state.
If that is untenable then perhaps simply suspend the institution from any federal educational subsidies.
"Going" to school has long - several decades plus - been a business model in California...and yet the majority of entrants "require" remedial classes to make up for what was deficient in their K-12 education [?]!
Just think of how much money could be saved, along with the money lost through waste, fraud and abuse, if all federal government subsidies were ended. No more free shit EVER including Medicare or Social Security. If you need an education, health insurance, retirement pension, housing or food figure it out for yourself. Only the toughest will survive and the nation will be better for it.

But turning blind eyes to a little bit of corruption steadily corrodes and ultimately destroys personal, institutional, and national character. We will know America has recovered her institutional and national character and honor when we collectively stand up, call out “little bits of corruption,” and ensure our justice system exacts a price from morally corrupt persons and institutions. Social Security has a "Death Index" -- a list of numbers belonging to dead people.
Hence there is no excuse for not catching the 9-11 victim, the social security number should have come up as deceased.
